Hikmet Hajiyev, the Assistant of the President of Azerbaijan, head of the foreign policy department of the Presidential Administration, told Turan during the visit of heads of media structures and NGOs, independent journalists and public activists to the liberated city of Aghdam.

On March 13, a group of heads of local media and NGOs, bloggers and public activists visited the Aghdam region, liberated from the Armenian occupation. The delegation was accompanied by the organizer of the visit, assistant to the President of Azerbaijan, head of the foreign policy department of the Presidential Administration Hikmet Hajiyev. About 130 representatives went to Aghdam on 6 buses. First, journalists and NGO leaders familiarized themselves with the demining process around the railway in the village of Bash-Garvend, Agdam region, and watched the explosion of a mine.

Then the military fortifications of Armenians in the territory of Aghdam region were shown to the visitors. Journalists and NGO leaders were shown the burial of the second Martyrs' Alley located in Uzunder and leveled to the ground, the bus station blown up in 1991 at the entrance to the city of Agdam, as well as the Bread Museum, a complex of monuments to the Karabakh khans and the remains of the Imarat cemetery, the Imarat stadium.

The journalists also visited the Alley of the First Martyrs, destroyed and rebuilt after the liberation from the occupation. Within the framework of an organized visit to Aghdam, journalists and NGO chairmen also visited the central square of the city of Aghdam, inspected the ruins of the destroyed drama theater and the building of the Executive Power.

Journalists and NGO chairmen visited the only surviving building of the Juma Mosque, as well as the Shahbulag fortress. They were told that the Armenians used the minarets of the Juma mosque to observe the city, therefore these buildings, in comparison with others, survived. The Armenians preserved the estate of Panahali khan, the Karabakh khan in order to demonstrate to the guests as a monument to Tigranakert, falsifying the history and name of the Shahbulag fortress.

In a conversation with the group members, the Assistant of the Presidential Hikmet Hajiyev said that work was underway to restore the city of Agdam.

“According to the relevant order of the President, a headquarters has been created, which is headed by the head of the Presidential Administration of the Republic of Azerbaijan. More than 17 working groups operate within the headquarters. One of these working groups covers urban planning issues. Work is underway that includes all the elements of modern urbanization and urban planning. The initial and most important condition in the process of reconstruction and reorganization of the liberated territories is the clearing of the territories from mines and unexploded ordnance. Construction and other works will be carried out at the next stages. As part of urban planning, the city is developed by specialists, including the previous architectural elements.

Hikmet Hajiyev also answered the question whether the model of “smart village”, “smart city” will be used in Aghdam. He said that this can be said as a result of the pilot model applied in the village of Agoglan, Zangilan region.

“Sometimes this issue is discussed in the Azerbaijani press, in social networks. When we say "Smart city", "smart village", it does not mean at all that it is all about IT technologies, "" silikon valley ". It's a smart lifestyle. This can be applied to agriculture, various areas of urban life. Naturally, this is a concept. The village of Agoglan, Zangilan region, has already been selected as a pilot project. This pilot model can be applied to our other villages as well”.
