Kazakh Parliament ratifies CSTO amendments as Armenia changes government form

Mazhilis members of Kazakhstan ratified amendments within the Collective Security Treaty Organization in connection with the change of government form in Armenia, AKIpress reported with reference to Sputnik Kazakhstan.
At the plenary session, Foreign Minister of Kazakhstan Mukhtar Tileuberdi noted that the amendments to the articles 3 and 6 of the Collective Security Treaty allow heads of governments of CSTO member states to join the Council of Collective Security and take decisions on the issues that fall within the jurisdiction of the Collective Security Council.
"This is due to the fact that Armenia switched to a parliamentary form of government and handed over the main competencies of the president in the spheres of foreign policy and defense to prime minister," the Foreign Minister said.
The second protocol on amendments to the Collective Security Treaty dated May 15, 1992 was made in Astana (Nur-Sultan) on November 8, 2018.
According to the protocol, the Collective Security Treaty should compose of heads of member states or heads of governments of the member states, if in line with the law of a certain state they are granted authorities to take the decisions on the issues that fall within the jurisdiction of the Council.
