Ursula von der Leyen Arrives in Ukraine with a New Aid Package and Drone Agreement

European Commission President Ursula von der Leyen arrived in Kyiv for an official visit, during which European and Ukrainian officials are discussing further expansion of military, financial, and political support for Ukraine. The visit coincides with Ukraine’s Statehood Day and takes place amid intensified cooperation between Kyiv and the European Union in the areas of security, defense, and European integration.
One of the key topics of the talks is expected to be a new European assistance package. According to several European media reports, the European Commission is preparing an additional financial mechanism worth up to €18 billion, which could be used to support Ukraine’s state budget, rebuild infrastructure, and strengthen the country’s defense capabilities. Official details of the initiative have not yet been disclosed.
The discussions also focus on accelerating military assistance. Key issues include the supply of air defense systems, financing of weapons procurement, development of joint arms production, and the implementation of the new Ukraine Support Loan program worth €90 billion for 2026–2027. At the end of June, the European Commission had already transferred the first tranche of €3.2 billion to Ukraine, while additional funding for the production of Ukrainian drones is expected in the near future.
Another major part of the talks concerns Ukraine’s progress toward European Union membership. After the opening of the first negotiation cluster, Kyiv is seeking to accelerate further stages of the accession process, while Brussels emphasizes that progress will depend on Ukraine’s implementation of necessary reforms. Ursula von der Leyen previously stated that relations between Ukraine and the EU had reached a “special moment,” and European institutions intend to continue supporting the country on its path toward membership.
The European Commission chief’s visit comes shortly after the “coalition of the willing” summit in Paris, where Ukraine’s allies agreed on new initiatives to strengthen air defense, expand military assistance, and finance Ukraine’s defense sector. European leaders emphasize that long-term support for Kyiv remains one of the key priorities of European security policy.
The visit of Ursula von der Leyen to Kyiv demonstrates that the European Union views support for Ukraine not only as short-term assistance during the war but also as a long-term strategic project linked to European security and the expansion of EU influence. The increase in financial and military mechanisms shows Brussels’ intention to reduce Ukraine’s dependence on individual allies and establish a sustainable support system, including the development of Ukraine’s own defense industry. At the same time, accelerating Ukraine’s European integration has become an instrument of political influence for the EU and part of a new security architecture on Europe’s eastern borders. However, further progress will depend on the pace of reforms and the situation on the battlefield.
