Bulgaria Bets on Modernization, Technological Development and Strong State Institutions

The Bulgarian government has approved the Government Management Programme for 2026–2030, identifying the creation of a modern, socially oriented and high-tech European Bulgaria as one of its key priorities.
According to the programme, the government intends to focus on strengthening state institutions, the rule of law, the competitiveness of the national economy and the conditions for long-term sustainable development.
At the heart of the programme is a commitment to further modernize the country and strengthen its state institutions. The authorities aim to develop a model in which economic growth is accompanied by higher living standards, greater security and the expansion of modern technologies. According to BTA, the government’s vision is to build Bulgaria as a modern, socially oriented, secure and high-tech European state with strong institutions and a competitive economy.
Particular importance is attached to economic competitiveness. For Bulgaria, as a member of the European Union, the development of high-tech industries, innovation and modern infrastructure is becoming one of the key conditions for strengthening its position within the European economy.
The government also emphasizes the need for strong and effective public institutions. Strengthening the rule of law is viewed as an important prerequisite for attracting investment, supporting entrepreneurship and creating a more predictable business environment.
At the same time, the programme highlights the importance of protecting Bulgaria’s national interests. Sofia therefore seeks to combine deeper European integration with an independent approach to defining its own strategic priorities.
In the long term, the authorities envision Bulgaria as a strong, resilient and prosperous European country capable of ensuring the well-being of its citizens and creating opportunities for future generations. This vision is reflected in the Government Management Programme for 2026–2030.
The programme demonstrates that Bulgaria is not simply seeking to maintain its existing development model but to accelerate the modernization of its economy and public administration. Technology, competitiveness, social stability, security and effective institutions are at the centre of this process.
For Bulgaria, this is particularly important amid the changing European economic and geopolitical environment. Strengthening the country’s economic foundations and public institutions will allow Sofia to defend its interests more effectively within the European Union while increasing Bulgaria’s attractiveness to investors, businesses and new technology projects.
Thus, the Government Management Programme for 2026–2030 establishes a course toward a more modern, competitive and technologically advanced Bulgaria, seeking to strengthen the country’s position in Europe while safeguarding national interests and focusing on the long-term prosperity of its citizens.
