Armenian advocate: Document signed by Putin, Pashinyan and Aliyev contradicts Armenia Constitution

Advocate Aram Vardevanyan posted the following on his Facebook page:
“Dear friends, I am particularly addressing my friends and acquaintances who have been very active in politics and have shown unconditional support. READ the 9 points that were signed on behalf of all of us. I plead you to ask yourselves if you agreed with these 9 points.
Would you agree with the proposal of Minister of Foreign Affairs of the Russian Federation Sergey Lavrov instead of the well-known address of 12 October, or the ensuring of supremacy of the negotiation process and not war? I simply ask you to think and analyze.
As a constitutional expert, I will put it shortly: At this moment, the document in question CONTRADICTS THE CONSTITUTION OF THE REPUBLIC OF ARMENIA and can’t simply be signed by JUST the executive power.”
